Bikes come up for sale on the classified ads on here a lot.
You can go to the 2nd had bike markets, but I would guess that the majority of bikes for sale are stolen. Personally that is not a trade I would wish to support.

There's a member called 'Alex' something who regularly posts bikes for sale in the Classifieds here. Just search for 'bike' in the Classifieds section and his name would likely pop up.

Walmart and C4 sell cheap bikes.

I got a nice bike (not rusted, comfortable seat, working breaks and it has pedals) for ¥100 at the second-hand market at Huang Tu Po (二手市场,黄土坡). I bargained with the shop owner and I think it was well worth it.
