If there is a car accident you cannot leave the scene unless all issues are agreed and resolved. Usually one person makes a small compensatory payment to the other. I have seen people argue for 2 hours over who or what is at fault or the damage. In Kunming they want 200rmb for nothing. The amount varies across the country. In Zhengzhou it was 50.
In town the cops usually turn up in a few minutes and resolve it. Anything significant and calling the police is the usual action.
Cars are regulated, personal stuff is not.

As the op noted, auto companies require high security deposits and in some cases mandatory insurance. Traditional auto rental companies also carry their own property damage insurance.
This kind of overhead expense was already considered by the op and deemed too expensive at this point in their business model.
Also - the op's business model is to act as the "go-between" between the owners of goods and or services and the consumer/renter of goods and/or services. So, like Majiang and card parlors, casinos, and stock brokers, they collect a fee for every transaction regardless of success, damage, or failure.
