It depends on who is placing the sticker.

If the sticker is placed on the car by a Chinese owner/driver, it is self effacing humour. If it is someone else doing it one has to ask, 'why?' In that case the motivation is probably racist.
A bit like black people can use the 'N' word, but if others use it...

Something I have thought of doing is buying a stack of those Chinese new driver stickers they use here. And sticking them on the back of cars that are parked badly/illegally. Those stickers are a pig to get off. The only issue is that the driver will probably not be aware of why it is there. Unless you leave a notice under the windshield wiper that says, 'you park like an ass', in Chinese of course.

Ridiculous idea in Kunming, would make sense to almost nobody, since the percentage of the population that is non-Chinese is miniscule, and the percentage of non-Chinese drivers is even smaller. If it were understood that there was a small group of foreigners doing this it would simply look arrogant and annoy people, rather than influence anybody to improve their driving.

here we would need a "I learned how to drive outside of china" for chinese who can drive, so we can recognize them and walk safely...

haha good idea bo, although, many countries are probably just as bad as China! Hell, most American's don't even learn how to drive a manual!
