punishment for any crime/ misdemeanor should be worse than the crime, or it will not act as a sufficient deterrent. Risk has to be bigger than reward to deter any action. Steal one bike, have one finger of your choice removed, steal twice, lose two more. Third time, lose 3 fingers. Fourth time, you get the idea.. Of course these punishments can only be done in a society that ensures everyone has recourse to funds so that they can eat.

The thieves are well organised, they use an incredibly strong tool that works on air pressure or battery which can slice through virtually anything in seconds. I saw a fairly close video of it when my wife's bike was stolen, the thief had the lock broken in seconds, pulled out a tool and snipped the d-lock and riding off on the bike. They are pretty brazen, this was right outside a bank with security guards standing outside with their backs turned. He then went to a mian bao che around the corner which was waiting.
The lock/chain won't matter IMO.
punishment should fit the crime. no enforcement gives no detterent. lets be like america and have severe penalties, and full jails but still lots of crime. so punishment and fines get tougher, cops get tougher, militarized cops, death row and still crime is high. tough policing don't work. if they spent as much time on sorting social issues as they spent on the war on drugs (pah!) there would be less crime. now awaiting a rebutal from private pyle
I'm a bit confused (my normal state). If so many bikes or e-bikes are stolen, who is buying them all? At the current rate of theft almost every bike on the road was purchased from a thief.
