ok, so what happens the other 50% that he refuses you, then what? whether it is 50%, 75% is not the point. The point is what do you do when you are refused, then what? Walk? You can shout, scream, call people names, attempt to rubbish them, but take it to law and my bet is you would lose. - Totally incorrect - In this case, the law is the complaint hotline (Taxi Bureau) and they will agree that you do Not have to pay the driver because he knowingly did not use his meter. This is a fact and if you notice carefully, many taxis now have a blue sticker that even gives the passenger a 50 RMB reward for reporting the drivers. The point is this - If you want to get a ride, you must consent or agree to the drivers illegal conduct. The Bureau knows this. If you do not agree then you get no ride. Here lies the problem and the bureau is aware of this and they always side with the passenger in cases like this because the driver is doing this on purpose because he is trying to beat the odds, that the passenger will not report him. This does not happen often in Kunming now because too many people know the rules and the taxi companies put stickers on the windows telling the passengers the rules. Anning is a totally different story because there are no stickers and people dont know their rights YET. I am truly interested in what way you think this problem can be resolved.

Tomorrow I will call the hotline and ask this question. Are Kunming taxis required to use the meter when going to the new airport or can the driver negotiate his own price? Lets see what the horses mouth has to say about this specific question.

I am going on 10 years now in Yunnan and I have seen many positive changes here in Kunming over the last few years. Thanks for the support on this issue for those who understand what I am trying to do. It seems like those who complain or pass judgement are the same ones who do nothing to make things better.

...and most people would agree. This statement is enough for me. Most people would agree with me but only nnoble will not agree and only nnoble - will continue to claim you are complicit in the 'crime' and, it is entrapment.

Maybe you missed the big picture - I am trying to fix a system wide problem because I still need to use the taxis in Anning. I don't want to pay 2-3 more times then what is a fair price. Why should I pay more? Why should I give in to a greedy thief driver who wants more then what is fair. Fortunately for all of us, the Kunming Traffic Bureau has already determined what is fair (meter) so I don't need to be subjective. This is clearly about right and wrong. It is clearly an objective matter, not subjective. When a driver does not follow the rules then he deserves to be punished and I will continue to report them as long as I am in the right and they are in the wrong.

Since you have invested so much time on debating this with me and passing judgement - although - I've got better things to do than translate rule books governing all facets of life anywhere, let alone here in China. - why don't you take a ride over to Anning and see what you can do - armchair quaterback!

Not only are they happier, but since they dont get vaccines they are healthier than city kids and since they dont have much money, they are healthier because they don't eat the garbage that city kids eat.

To get to the Train station subway entrance you have to walk completely around the building. You can walk around on either side of the building but it is about a 10-15 walk. It is not very convenient. Also, because of the beefed up security, all the back doors of the train station are locked so you can not walk through the train station.

At this time, the station on Huan Chen Nan Lu is a bit more convenient.

I think having a child in this day and age is insane. To put a child in school now is inhumane and borders on child abuse. Kids are in school all day, followed by evening classes such as english or piano or some other ridiculous thing, then homework till all hours of the night. Pressure from all directions and no time to be a kid. I would hate to be a kid now - anywhere!

My wife and I were in Vietnam for 25 days during this past CNY. We saw many chinese tourist especially in Hoi An. I am sure the travel industry is not happy with all those refunds. I hope this problem gets resolved quickly.

The new Visa office is located at 118 Tuo Dong Road. There is no number on the building yet so do not bother to look for it. There are 2 passport photo shops on either side of the building. The office is located directly in front of the Kunming Museum. The bus stop is named - Shi Bo Wu Guan - Bus 1, 62, 109, 117, 145, 213, A1 and K3 stop directly in front of the office. Foreigners need to go to the 3rd floor. The Tuo Dong Stadium is located to the right of the office while Baita Road is located to the left of the office.
