Mike - I have no intentions of returning to the US but one never knows what will happen in the future. As the entire world is getting so sick (No-Fly List) and Big Brother is everywhere, I can foresee that ALL (citizens + residents) people who have been abroad for a lengthy period of time will eventually have to prove that they were GOOD before they return to their home country. I am merely anticipating things to come.
I rather go through this headache while I am in China rather than trying to do it after I return like the poor guy who is seeking answers on this thread - Better Safe than Sorry.

Since this certificate is now required to get some jobs in China as well as when returning to your home country it should not be too difficult to make up a story to get it.
As was mentioned above, this certificate has an expiration date so using an old certificate MAY help in getting a new one (MAYBE).
I have been here for 12 years so I will take the time and spend the money to get one when I renew my RP in May 2016.
I realize this is a complete waste of time and money since the certificate will expire and all has been done in vain. In any case, I will post the results here when I have completed the task.
Since my certificate will cover over a decade and 2 passports I can at least keep the expired certificate as proof that I was CLEAR since my arrival to China.
I am sure these procedures will eventually change with time.
Many good ideas here - I recommend you try to increase ventilation for now - the rains will end by October - no need to invest in any gadgets after the rains stop - this has been an especially wet rainy season -

The new Visa office is located at 118 Tuo Dong Road. There is no number on the building yet so do not bother to look for it. There are 2 passport photo shops on either side of the building. The office is located directly in front of the Kunming Museum. The bus stop is named - Shi Bo Wu Guan - Bus 1, 62, 109, 117, 145, 213, A1 and K3 stop directly in front of the office. Foreigners need to go to the 3rd floor. The Tuo Dong Stadium is located to the right of the office while Baita Road is located to the left of the office.

1- The drug problem is a govt sponsored program in most countries of the world.
2 - Cannabis is an illegal drug because it interferes with another govt sponsored program - disease and death (Medicine) - this is why pot is considered worse than cocaine.
3 - There is no rehabilitation from drug addiction - there is just substitution from one illegal addiction to another legal addiction.
4 - There is no need to define drugs because the govts already define it for all of us. This article is not about beer and cigaretts because the govt has already deemed these addictions necessary.
5 - Govts do not care about health, they are only interested in profit.

发布者A drug user is a drug user. Casual use or addictive use is of no consequence. There are many alcoholics who do not think they are alcoholics. Execute them all and the drug problems will be resolved. Mao did a great job geting rid of the opium addicts in the 50s and 60s.
