To pay an extortion fee or bribe or whatever you call it only exacerbates the problem. Stop doing this. When the taxi drivers break the rules, report them so they get punished. The hardest problem to prove is Refusal of Service. In order to prove refusal of service, the burden of proof is on you so you must take pictures and have a recording. If you do not have these 2 pieces of evidence you are wasting your time. I have tried and have learned through trial and error. Just so you know, the biggest fine is for refusal of service - 1000 - 2000 RMB fine.

I have been in China for 11 years and spent 10 of those years in Yunnan. I left the USA for good with no intentions of ever going back. For anyone who has really travelled, you will agree that every country has good as well as bad people and good attributes as well as negative ones. Yunnan has been wonderful for me and I am happy to accept the good and a few inconveniences. Overall, China is a great place to live and it continues to change rapidly.

I travel often, at least once per week, and I have been to every nook and crannie in Yunnan and hope to explore more in the future. Going to out of the way places is great because the people enjoy meeting foreigners and are mesmerized when they see a foreigner. Staring has never bothered me and I take it as a complement rather then a burden. Unless you want to have deep conversations with the people, language is not a barrier. Especially, since the places I visit have few people who speak mandarin anyway. With my limited chinese, I have been able to visit so many places and been able to communicate with eye contact, gestures, a smile, and a piece of paper with my final destination written in Chinese and pinyin. With each passing day my vocabulary grows and I feel like Marco Polo travelling in China for the very first time.

When I am not travelling, I teach University students (English majors only) for free as well as a select few of primary school students who can pass PETS 1 test in the 2nd and 3rd (8-9 years old) grade. I dont have to put up with those rich kids who are lazy and dont want to learn because I can pick and choose only the best kids who truly want to learn.

casual drug users who do not negatively affect anyone - Read what I just wrote, you are 100% mistaken in this premise. Casual drug users do affect others you just don't know about it.

most people cannot even agree on whether drugs should be legal in the first place? People dont make laws, govts make laws and the govts are filled crimminals. Govts do NOT do the will of the people, they only do what is good for themselves.

Again, to understand a complicated topic one must first understand the difference between a functinal (F) addict and a (D) dysfunctional addict. A functional addict seems to live a normal life, never arrested or no run ins with the law. This is the obvious evidence most people see. What people do not see is what happens in the background which is the same for both F + D addicts. The DSM will list these factors and most people know what these are. Problems in the family, divorce caused by the addiction, loss of income caused by the addiction and so on.

There are millions of people who use illegal drugs and never get arrested. And there are millions who use illegal drugs and DO get arrested. We only hear about the ones who get arrested.

For those of you who believe drugs are a victimeless crime, then you failed to consider the mother, the husband, the wife, the children and you are just looking at the fact that the addict did NOT rob a liquor store to get money to support his/her habit.

Alien may not agree with all that I wrote but he can understand what I mean because he asked a serious question rather than jumping to conclusions or making sarcastic remarks and name calling.

The new Visa office is located at 118 Tuo Dong Road. There is no number on the building yet so do not bother to look for it. There are 2 passport photo shops on either side of the building. The office is located directly in front of the Kunming Museum. The bus stop is named - Shi Bo Wu Guan - Bus 1, 62, 109, 117, 145, 213, A1 and K3 stop directly in front of the office. Foreigners need to go to the 3rd floor. The Tuo Dong Stadium is located to the right of the office while Baita Road is located to the left of the office.
