I have exchanged money several times in front of 1 Bank only - the big Bank of China near the 82 and 84 bus stop at Nanping Jie.
The women have better rates than the bank and they are legit because this is their livelihood. Some other members may tell you that they were ripped of in Beijing or in another province but that has nothing to do with this bank here in Kunming.
You can exchange several currencies. I have used them before going to travel just to have some pocket money before I get in country.
They exchange US dollars, Euroes, Aus dollars, and currency from Vietnam, Laos and Thailand.
The agencies will manage dancing in accordance with existing laws = The laws already exist - they will just enforce them when the music volume gets out of hand.
Had a similar experience with the local pharmacies placing a bullhorn in front of their door. The pharmacies are all in a residential area and the bullhorn keeps repeating the same phrase (very loudly) from the time they open to the time they close.
I really love to watch people whip up the tops but I can not bear it for more than a few minutes. I can imagine what it feels like for the people who live nearby, especially in the open squares which really bring out the echo of the whip.

The new Visa office is located at 118 Tuo Dong Road. There is no number on the building yet so do not bother to look for it. There are 2 passport photo shops on either side of the building. The office is located directly in front of the Kunming Museum. The bus stop is named - Shi Bo Wu Guan - Bus 1, 62, 109, 117, 145, 213, A1 and K3 stop directly in front of the office. Foreigners need to go to the 3rd floor. The Tuo Dong Stadium is located to the right of the office while Baita Road is located to the left of the office.
