Whatever, but my point remains that western countries were better prepared to deal with latest increase in waste - that which came with ecommerce.

China didn't hae the mechanisms in place to deal even with more traditional waste, but ecommerce picked up here in same schedule (or even faster) and much bigger volume than anywhere else.

Try this way:

These western countries already had laws (and mature legal environments to enforce them) in place, that made mismanaging waste under their jurisdiction illegal and punishable by law.

China did not have such laws, and what happens in China was not in their jurisdiction.

If there were no such laws in west either, the companies in question would probably not have cared whether it harms the locals or Chinese.

It's understanding that waste is harmful to the environment and it needs to be dealt with.

Where has this understanding been in China? You acknowledged it yourself, that China has been receiving even other countries waste.

True, but my point is that the most recent explosion in plastic consumer waste started relatively recently in both China and elsewhere, and at that time China was still receiving foreign waste in addition to (not) dealing with its own.

This only demonstrates that those countries that were exporting waste to China were doing something already then, albeit not much good in global picture.

In extreme poverty, people will even limit survival to that of their own person.

This has been reported, for example, from DPRK prison camps with family members turning on each other to survive.

In today's China you cannot make this comparison to DPRK, but China's history has left its marks in people's behavior today.

If I interpret Mike correctly, he is referring to general attitude of average Chinese person toward other human beings, nature, and generally everything other than himself and his immediate family.

For long time China was poor country, and it still reflects in many parts of the society. One is, that average Chinese will always put his own survival and benefit first.
