Your partner can only get a spouse visa if you and him are married, as you say partner I guess you don't have that piece of paper.
There are a few options, he can get a Biz F multiple visa in HK and do visa trips to HK every X months.
He can enrol as a student and get a student visa which is the same as a work visa, multiple entries valid for one year (if you pay two semesters).
He can try to get a job for a company or Uni/school that has permission to apply for his work visa.
Before the Olympics you could change from a L tourist visa to a resident visa but during 2008 this changed to say you had to return to your home country, get a one entry visa (with a official invite letter from your company/school) and once in China get the resident permit (visa from 1-3 years) in your passport. However the visa regime has relaxed so I am not sure if this is still required. You can ask your employer to check this as its the same for all people in Kunming, but if your partner has no job yet he may as well just come out and wing it.
My wife (expert shopper) has never found Blu-Tak in Kunming in 4 years, so if you find some please let us all know.
If they made tickets more reasonable for Kunming based expats then I am sure they would see more return visits. Its a common system in Yunnan that locals get much cheaper tickets for tourist attractions. I guess that the government thinks that if people have come all the way to Yunnan they don't have a choice when it comes to high ticket prices,,The three Pagodas is a good example, something that was free a few years ago,,now is quite expensive,,unless you come from the Dali area
Use the name on your passport, thats the only legal name you have. It may be an issue that the government can only return land to Chinese citizens, in that case better get help from a lawyer.
I am fairly sure (99%) you would have to pick your luggage up in Kunming and re check it in when you get your new boarding pass. China has a rule that you have to take your luggage at your first entry point.
Anyway,,Kunming is heaps better than ChongQing,,just stay in Kunming for a few days before going on to CQ,,,

when we renovated we took our workmen to B&Q to select materials from their excellent range if samples. Then with that list in hand we went to the construction market near Mingbo bridge and got the same materials at either half or one third of the B&Q price.
It's a good place for window shopping.
