As newlyweds my guess is they're going to be highly skeptical of such a big rush to get this done.
Congratulations on your marriage. I'm also a newlywed. We also like Kunming a lot, but the overcrowded, strict schools is just a bit too much for us to raise kids here. So we plan to take the slow road.
Someday in the future we'll come back. Hopefully by then China's drug abuse problems, and overcrowded schools will be fixed... ok, getting off topic now :P
Because posting promises online is free from any legal responsiblities. They promised me a free semester at any school after taking my tuition and not giving me any classes at their west campus.
However when I tried to claim my free semester they denied everything, and when push came to shove all I got was a warning from the entry-exit bureau, and education department to cut my losses and move on.
Try to contact the fire department/police that are in charge of fire safety checks. Where I live they take that seriously, but that's pretty rare in Kunming... your best bet is to find some pissed off neighbors and have them deal with it.
I know Dong Fang sells their student visas to other schools, but they got in a bit of trouble for that in the past. This is why Rainbow Language Consulting suddenly became their "Northern Campus" although they are separate schools.
My guess is Dong Fang is trying to force this on other schools, and any government connection is just people Dong Fang has bribed within the government.
Any official postings or flyers with this new price by Dong Fang anywhere? I checked their website, but the webhost said it was closed... maybe they need to pay some bills fast?
Also Dong Fang is known for scaring students into getting a one year student visa, and then telling students they can't switch with various excuses. But in reality all it takes is for them to print and stamp a letter.
We hiked it in the rainy season, but we didn't hike during the heavy rain. There were a few places I would be hesitant to cross in a heavy rain, but this was a few years ago though. There were areas that the "waterfalls" went over the trail that were a little narrow then, don't know about now though. I wouldn't say it was dangerous, but if you're afraid of heights it would make you pause.
I don't think high schools and universities are going to have a week long session of role-playing. It will be just another pamphlet given to students along with the current material, and then likely never be discussed in class beyond a few minutes.
Besides that, discussing family values in high school and college is a wee bit late. Heck, in my rural conservative hometown we started studying sex education in 4th grade.
Another point is that the English should probably be "addicted to" and not "mentally dependent on"
The layout seems a little unbalanced, but not bad. I think it's because some text that doesn't have it's own boxed in background seems lost, like it's just floating around. Forums need to be updated to have threaded posts.. a rating system would be great. Even if it would something as simple as marking posts as "troll/flame" or "off topic".
I think the shortage of water is of usable water. I've heard that Dianchi lake is so bad that they can't even use the water for industrial usage. So I'm guessing, or at least hoping the water they use is ok for grass, but not for drinking... probably sewage water.
Seems to be pretty hit or miss. First time I went there the pizza and hamburgers were great. 2nd time the pizza was terrible, and the hamburger was ok. 3rd time the pizza was ok, but people were smoking inside by the time we left. Guess the no smoking policy is not enforced.

Kunming News Roundup
发布者haha... the schools "quarantine" is useless. Students regularly leave the school. There's even a path between the bushes where they leave.
Many students have already gone home. Supposedly they're all supposed to come back now and sit around to do nothing.
Plus they let everyone and anyone talk at the main gate.
