Obamacare is an extremely complicating factor. The mandates, tax credits, and taxes in the law, regulations and and relevent tax regulations are a socialist's bureaucrat's wet dream.
Not all US sourced pensions are taxable or fully taxable for US expats. You need to check Pub 17 and Pub 575. China does not tax pensions as best as I know.
China has signed tax treaties with about 100 countries. Also known as "China Double Taxation Prevention Treaties" these agreement affect what China Individual Income Taxes (IIT) certain teachers pay.For information on these treaties start here:
You don't need to prove it until you get audited. You just claim you are on the tax forms.
When I was questioned as to why I had a China address they asked for copies of the visa. Then they seized a bank account because I lived "outside the US"
Those of us that stayed in China for more than 5 years need to avoid a trap. Resident in China for 5 continuous years are deemed to be "domiciled" in China and then world wide income is taxed by China. Pensions are not taxed by China.
You need to file a 1040. Mostly everything is -0-. Then attach the other forms to the 1040. Like you I had no income. You will need to file Form 8965 as well to avoid being dinged. I think you need the 2555 to establish a basis which carries over to the 8965.
Nearly 90% of junior high school graduates continue their study. About half of them go to senior high schools, and the other half enter secondary vocational schools (Ministry of education of China, 2010a). The results of zhongkao decide whether students go to key senior high school, ordinary senior high school or vocational school. At the end of three-year senior high school study, students take gaokao, which is the entrance examination to universities. About 80% senior high school graduates are promoted to tertiary education (Ministry of education of China, 2010a). The results of gaokao decide whether senior high school graduates go to key university, ordinary university, college, or other high education institutes.
It is a start. One out of eight kids that passes the Zhongkao (中考) don't go to high school and that is a big loss to China.
Rural schools suffer from low paid teachers and a lack of books and materials. I don't know how it is these days but 10 years ago the MOE would announce budget increases Y-O-Y but actual spending would actually decline Y-O-Y. I hope the additional spending is for teachers and books.
Renovating schools means a good chunk of the money will disappear.
Be aware they will push whatever they are selling. Some of the staff have no idea about the technical side of appliances.
I went there to buy a stove. I repeatedly told them I would be using bottled gas. They sold me a stove. When I went to my local gas guy, I learned there are at least three kinds of gas sold. Luckily, B&Q did not deliver as promised. I went back to the store and discovered they had sold me a stove they needed to be hooked up to the gas main. I got my money back.
The sales lady was almost in tears, 没有问题!I don't know if it a safety or design issue, but I would think B&Q would know and care.
Subway starts at 9am. I have no idea where to catch an airport express bus. Eight taxis refused to go to the airport. After almost an hour standing on Beijing Lu took a black taxi, this dude drives slower than my mother, 120 yuan.
Flight back was delayed so I learned the subway stops running at 6:10pm.
Getting a taxi back was easy, more taxis than customers. Taxi was 87 yuan including 1o yuan toll, airport to Beichen area. Yes, he took a longer route than necessary.
Kunming imagines being a gateway for international travelers. New airport but hard to get to and from it.
