There wasn't hope of winning anything, contract was already signed.

They told us that giving money is a bribe, but gift giving is a tradition and as it was for that certain large scale project, gift also needs to be more significant. Thats all.

Gift giving is tradition not only in China, but other countries as well.
So now i know that gifts should not be expensive but symbolic, like i thought at the beginning.
