Should state that I've never heard of this problem in Kunming (though obviously I rarely need to hotel here), and Kunming mayor probably has little jurisdiction or opinion for other regions. But could at least ask if such license exists in Kunming.

That link I posted above, mentions "Provincial Foreign Affairs Bureau", which would probably be valid authority for anything Yunnan.

This happened to me in Chongqing (not exactly a small city), stone throw away from the airport, about 2 years ago.

Have not had problems in really small towns, where there simply are no 5 star hotels though.

So I feel like the presence of a 5 star hotel, especially if in vicinity of the sub 3 star hotel, has great impact on whether they are allowed to accept foreigners or not - which does not sound right.

I agree that this was national policy several years ago, but since then I have read interpretations that regulations were changed so that hotels are required to register EVERY guest for the police (foreigner and Chinese alike), and I'd like government (even if local) confirmation on that.

Because I slightly suspect that the grassroots hotels who do refuse foreigners, either do not know the current regulations, or do not meet even the domestic guest regulations, and don't want to risk further by accepting foreigners.

Has anyone ever complained to the mayor's hotline (in any Chinese city), about hostels/hotels refusing to take foreigners and instead directing them to more expensive hotels?

Well, that would set a dangerous precedent, which would only result in only tighter enslaving of employees in future operations across the nation. And certainly overriding limited liability of iinvestors only serves to drive investments away from these places.

The second to last picture with all the shop signs actually reminds me of Hong Kong.

Perhaps off topic, but this is strikingly opposite of recent developments in first tier cities and in fact even our own apartment block in northern Kunming, where the authorities are forcing shops to remove excessive signs on the streets and in the walls - basically anywhere outside the immediate space the shops have leased.

Alright, if you go that way then everything is assuming. Assumptions is what made our ancestors come down from trees and cross a river and a mountain range. You assume quite a bit already when you go to sleep at night.

I am not assuming anything that didn't happen already. China already had a peasant revolution that was supposed to bring prosperity to all.

I am not asking for another revolution, but I am asking for that same spark. I do admit assuming that the Chinese state can contain such spark better this time.
