Showing my concern to the responsible people has had no effect. Can I report it to an animal welfare association in town which could steer the complaint with some efficacy at all??
I guess this post could induce a lot of reactions about cruelty on animals. This is not my point. Just advise if you can with a contact I can use to solve the problem, and no chit chatting please.

I went today and I applied for myself (from EU) and a Chinese friend who was not with me at the moment.
Apparently it takes 3 working days for EU citizens and 5 for Chinese!
On the form you need to stick a 3x5 cm photo and indicate the address, job type and phone number (beside other details you find on the passport itself).
I had to pay 1100Y to obtain the 2 visas in 2 days' time.
The place is still at the address indicated on GoKM listings. At the 5th floor of this big building. I have been to better consulates in KM. This one is quite runned down.

If it was picked up by bare hands, the human smell stuck on the animal would have prevented any "recovery" from the mother. Besides, how would a mother take back this baby to the original nest?? On her shoulder?! I am sure all these people teaming up to decide on this bird's fate must have had a look around the closest trees trying to spot a nest, but in general to me it sounds like nobody asked the local biology department for some advice !
