Jules12 Below is the fraud contact published by Decieved. The actual company is registered in Qujing and valid up to 2017 based on its ICP 滇ICP备09009293号-2. The address on Ren Min Zhong Lu is fake as there is no office number in this big building full of 60 sq meter offices. The Website and info can be copied or hacked. I do not know without contacting the company listed if it is actually involved in this in anyway. They could be or could not be. They could have no English speakers or international business experience. I have worked with legitimate Yunnan companies like this. They could be the crooks. There is risk involved if the the folks you are dealing with are gangster types, to us. We are not police. Since your deal is a large deal why not pay someone to do do due diligence a small percent even .003% of the deal.

In "decieved" case as I remember there was no company office we could find in the Sunshine A Building.

Jules12, Replied to your earlier PM. We looked at the "company" website you sent me. Could be legitimate. I say could, as I have seen successful Chinese construction company websites that look like this. It has what could be legitimate information that needs to be confirmed. The "English" person in this company could be very limited in written and spoken English only and not available. All small chances.This should depend on how much you have or want to invest in doing this business. Contracts and negotiations are another subject after due diligence on the company. Next note that a Chinese holiday is coming Saturday to Tuesday. They could still be crooks. Given they are legitimate and can and do actually want to buy what you are selling Then its contract and negotiation time. In Yunnan this is another special area. To me a contract is only as good as the parties who sign it. Clear understanding is needed. If it to goes to court usually both sides lose. One side more than then the other.

Jules12, the most intelligent thing to do, in this case, is to run. Do not do business with them. Do you do business with people like this in your own country?

The American Consulate in Chengdu officer visits quarterly in the past year or so. A considerable improvement over previous years. They have sponsored meetings here with Yunnan PSB. They have a news letter. All improvements. If I may ask what do the other consulates provide their citizens In Yunnan?
