Unfortunately, I don't think your friends will be able to make two stops inside China under the provisions of the Visa-Free Transit regulations.

I rode east out of Kunming last week and returned several days later from the north (made a loop.) Every reservoir I passed was extremely low.

Early on I didn't know to do that. Went to HK for a new 90-day visa stamp. When I returned to Kunming, took a copy of it to the 派出所 and they explained the process.
When I crossed the border, exiting mainland China, they thought I had gone back to the US for good. Had to re-register me and weren't happy about it.
Every time I go to the 派出所 it's like re-inventing the wheel. They don't deal with many foreigners where I live and it's always an adventure.
Once I was told, "The lady who knows about that is off today. Could you come back tomorrow?"
A Chinese friend who is in the know on such matters told me that part of the problem is that it's policy to rotate clerical staff city wide to keep them from becoming too intrenched at one location. PSB management feels it reduces the chance of malfeasance and graft.

The CNAC exhibit, which is on display now, February 2009, is extremely intersting and well done. Worth a trip. The museum charges no admission and the Number 1 Kunming bus goes there.

It's 收废品 for the people who ride around on the 3-wheel bikes 三轮车 and collect broken appliances. I'm not sure of the term for the smaller-scale "dumpster divers."
