Your best bet is probably to just pick something that fits your budget constraints from a travel reservation website such as e-long or c-trip and take a taxi to the hotel when you arrive. They will have taxis at the airport even though it's late at night.
Alternatively, if you are traveling light and speak Chinese, just wing it and find something after arrival.
It's a small airport. No hotel in the terminal. Several within a block or two. One just across the street.
The international flight terminal and the domestic flight terminal in Kunming's airport are in the same building and very close to each other. It would not be difficult to retrieve your luggage and re-check it, but that really should not be necessary. If you don't plan to spend time in Kunming, why not just check it through to your final destination (Chongqing) when you board your Vientiane flight? That would be the simplest thing to do.

The CNAC exhibit, which is on display now, February 2009, is extremely intersting and well done. Worth a trip. The museum charges no admission and the Number 1 Kunming bus goes there.

Those two streets don't intersect. But the areas near where those two streets cross Baita Lu 白塔路 and Huancheng Donglu 环城东路 are OK.

In the last couple weeks I've seen lots of local citizens wearing red arm bands that have something to do with the Expo. I've been told that they are helping keep the streets near where they work clean so as to make a good impression on visiting officials.
Has anyone seen these red arm bands close up and actually been able to read the words? Just curious.
