The US consulates still make some effort for their citizens. The UK stopped issuing passports overseas some years ago as a "cost cutting" measure. Needless to say it ended up costing more and causing huge delays
in passport applications whether
from home or abroad. If ever their was a department that needed radical pruning it's the foreign office. They could fire all the British Council incompetents while they're at it.
