Revised rules set to impose much heavier penalties on drivers who run red lights, drive after drinking, or make phone calls while at the wheel, as Wang Xiaodong reports . Drivers in China will have to pay more attention to traffic rules or risk paying much higher penalties, according to a revised regulation that takes effect on Tuesday.

The size of the fine is not a deterrent.

Paying a fine is a deterrent. Especially if it takes time to do it.

If people got a 10rmb fine every time they broke a traffic law they would soon stop. If people don't get caught (enforcement) there is little to deter them.

Red light cameras are useless on new vehicles with no plates! Also, fines require enforcement, and that seems to be seriously lacking here in Kunming.

Don't be too quick to say they will have no effect or wont be enforced, I have seen the police twice in a week on Guangfu lu stopping all cars with no plates. The drivers seemed pretty upset about it,I suspect big fines were involved. interestingly the cars were mostly expensive European imports...

The maximum on the spot fine is 200 rmb.
If it goes to court the max is 2000 rmb, and a lost day in court.

When you buy a vehicle you can get plates the same day. If you want a special plate (number of your choice if legal and available) you wait seven days, but you are given a temporary plate/certificate (printed on A4) to put in your windscreen. No excuses for no plates.

If there are no plates, it is possible that a cop will not search for the VIN number. The car could then be impounded (within) the mandate of a cop to do that. Failure to show all your docs can also get the car impounded until you can prove you have the docs. You should carry all docs, licence, insurance, vehicle ownership docs with you at all times.

I should imagine an impounded vehicle would worry local drivers.

We used to live down near Guangfu Lu. For some reason the police down there were far more active at enforcement than up in the North. Near us, on the main road, there is a "No U-Turn" sign, with traffic lined up to make the illegal turn. In almost 2 years there has been a policeman there ONCE.

Meanwhile, the same intersection has a red light camera that is constantly taking photos of the unplated vehicles, as well as far too many with the plates covered over.
