Upper 60's?
That's 15 C. You call that warm?

By upper 60's, I mean in the range of 66 to 69 ( ~19 to 20 C)

It was 66 last Friday and I went out in a short-sleeved shirt with no extra layers. It felt warm to me, but then I prefer temperatures on the cool side, so your mileage may vary.
