Let me add #5.
Restaurant occupancy must not exceed 30% of full capacity. How that will be enforced will be tricky, just like the QR code scanning across town.
Most people don't scan. It's become useless.
Unless there's someone watching you most just ignore scanning the QR.

That's great but chances are anyone who thinks they have the virus would try to hide it.
Probably for the best, that? I mean they'd keep to themselves instead of go around displaying and spreading it further.
Family cluster transmission is most commonplace. Unless they are hermits living alone, their entire family under one roof (including visiting relatives & friends) also need to self-isolate themselves too. Thus "hiding it" in isolation may be a tall order.
