Can anybody suggest any elementary schools in Kunming or elsewhere that have a different approach to teaching compared to mainstream schools?

That means no homework or brain draining drills, and must let kids play outdoors etc.

I need a private chinese school as my child is a chinese citizen with a hukou/ID etc.

Any help would be much appreciated, even if it's some kind of homeschool or other alternatives.

Doubt you'll find anywhere with no homework, as Chinese parents expect lots of it. BIBS teaches IB curriculum, and is a bit more focused on fostering rounded and independent learners than just getting high test marks.
