Once you have the permits in your kids passports then there will be no issues when you leave China.

Well nothing was really accomplished today.

We spent about three hours there, explained EVERYTHING.

We were put in a room with a supervisor.

Another problem is the kids were born in another city... so they said it's best to go back to that city and take care of this.

Of course, that is not an option.

So he says maybe they can call that city and get whatever information they need... luckily they were all born in the same city.

In the end he said we need to go to a different office tomorrow (same type office in a different location)... someone will be expecting us in the morning.

In any case, you first need to get a passport for children. otherwise how can you take them to another country?

Did you go the next day to the other office? What happened? Did you finally resolve the issue?

We went to the next office the next morning... gave them passports, birth certs, everything.

The man we were supposed to meet wasn't there.

So we had to tell everything over again and that officer called the man from the first place and talked to him.

I thought we were going to a place maybe higher or to see someone that could help us.

But this place was basically the same.

We sat for about 2 hours and the man finally came out and he was finished.

Finished doing what?

We didn't know.

He gave us a high quality nice plastic folder for all of our papers and sent us on our way.

He told us to go another office, this one closer to our home, but basically the same type of place.

He said they could help us there.

I got the impression that this would be it and THIS place was the final place.

Had to wait a few hours till they opened again after lunch.

Arrived at the next place and they had no idea who we were or why we were there.

We explained.

He called the last place we had been at and asked them why he sent us there.... they cannot do anything.

WTF! Wow! That must be soooooooooooo frustrating and energy consuming. Oh how they love passing the buck (hot potatoe). Isn't there a supervisor or head of the department that resolve the issue. There's got to be.

Bureaucratic absurdities like this should have become solvable in less than 24 hours with the invention of the fax machine, much less the Internet - indeed, many could have been solved with the invention of the telephone, or even by the creation of the Mongols' extremely rapid post station system back in the 13th century.
However, you may well have to solve it by bus or train and go back to the city where your kids were born.
