You could go to DT Bar and sit outside on the patio. Not non-smoking, but very well ventilated.
Maybe Slice of heaven. I am pretty sure smoking is not allowed there when one of the two owners Barbara is around.
The point is whether there is at least one fully Chinese place which enforces the law. That would be somewhere more interesting to go, since this is China.
Ah...I forgot - several of the international 5 star hotels don't permit smoking - so you can check out the hotel bars...not as lively as say the former kundu or green lake bar/discos - but definitely upscale and nicer ambience.
