Is that just the 0% tax that can be obtained with company rebates in this sort of store? Something along them lines I'm thinking... Just a guess!
It's to indicate that you pay the full 100% and better look for an other product.

@redjon, it might be, I noticed it in the booze aisle.
My guess is that the sale has a variety of discounts and "0%" is thee way of saying "percentage discounts".
I'd tend toward selling at 0% profit margin for the store, if it made any sense without customers knowing what the real purchase price is. But might fool enough customers.
