@Geezer. Some banks use rolling averages for ATM rates; causes some discrepancies, and as humans, we remember the ones that cost us money. Some companies like American Express, just out right steal with their fx rate.
Yeah, China controls the FX rate pretty tightly. The fixing is the starting point for the day but actual exchange range is +/- 2%. Not sure if any one bank can adjust to spot rates during the day
Well, the rolling average is just for consumer ATM transactions. There is no rule or law saying banks or financial institutions need to give you spot. AmEx sure doesn't. No single bank can manipulate spot, but if you get like three or four of them, they do it, or used to anyways till they got caught, jailed, fined. They aren't called Banksters for nothing. Of course, the yuan wasn't one of those currencies as it was hard to manipulate thanks to PBOC controls.
