Go to bus station in Jinghong, buy ticket, bus for Luang Namtha leaves about 10-10:30AM.
In Namtha, go to any of several small tourism-oriented shops on main drag, buy ticket, follow instructions.

how about the visa for laos?
i think for short stay, no need visa in thailand, right?

Most countries get can get a visa on arrival to Laos. Chinese need to get one in advance at the consulate.
Bus from Jinghong to Boten is 62 or 72rmb, can't remember exactly.
