Why not try the Chinese Embassy first?
The police can find ANYONE if they're sufficiently motivated AND you have sufficient information. You can try going to the local PSB and ask THEM to call her for you (they're usually nice about this, if they're not busy) and they can request the divorce document registration number for you.
After that - just go to the PSB office that the local PSB instructs - fill out the chinese application with the appropriate certificate number and info and viola - you'll have your own copy of the divorce document - which you'll then need to take to a translation office (preferably a CERTIFIED/OFFICAL office) and you're now ready to get married yet again...or not.

if that's the case, i would consider paying someone (laotou seems reliable) to go to the PSB on your behalf.

Maybe if you try to tell her and her brother, you now will have to return to China and make all these inquiries to the PSB and police about her and possibly their family. This could provide some motivation. I really doubt it as Chinese don't do anything till you show up in person and make demands. I'd start getting your visa documents ready and look for cheap airfares. Also, as others have mentioned there is the possibility she hasn't filed, so be prepared for that. Let us know how it works out.

If not in China I would first contact or visit the Chinese embassy in my home country for advice, this if probably something for the consular sector. Before having the expense of flying out.
There is also the Chinese legal guy who advertises on here, he should be able to give you much better advice than forum members who can usually only speculate about a system that we don't really understand.
put an ad in the classifieds. maybe a chinese person who knows where to go to help you will respond. you pay them some money to go to the various offices to collect the necessary documents. maybe they can fax you the documents and you can sign them from home.
only fly back if you absolutely must. you may not have to.
